My opinion is that it doesn't I have come from a professional cycling background, after running. Then started running again after I stopped cycling. For recovery it is a great idea, but to train cycling to get better at running wont help at all. I had put on a lot of muscle mass in my legs from cycling which now I am finally starting to get rid of. Its just excess weight not needed when running. This is also limiting the speed I am able to run at.
A good tip from top New Zealand coach that coaches most of the top New Zealand triathletes. "If you a runner train like a runner, if your a cyclist train like a cyclist, if your a triathlete train like a runner, cyclist, swimmer not a triathlete"
If you are injured, cycling is good
